The Toowoomba Regional Council granted final approvals in June for two residential subdivisions that will deliver 430 new lots across Highfields and Glenvale by late 2028.

These projects arrive at a time when the $10 billion Inland Rail corridor is moving into its final construction phase, with track upgrades between Toowoomba and Brisbane scheduled for completion in 2027. The timing matters because freight improvements are expected to draw more workers tied to the region’s agricultural sector, which already accounts for the bulk of local exports through the Port of Brisbane.

Where the new estates sit

One subdivision covers 62 hectares on the western edge of Highfields, bounded by Old Goombungee Road and the existing Highfields Sports Park. The second estate occupies 41 hectares in Glenvale, directly south of the Glenvale State School and west of the Warrego Highway service road. Both sites fall inside the council’s 2024 growth strategy that earmarks these two suburbs for the largest share of new detached housing over the next decade.

Queensland’s median house price sits at $490,000, yet sales data from the past 12 months show Highfields and Glenvale blocks selling between $320,000 and $410,000 before construction. The new estates will release lots in that same price band, with the first stage of 120 titles in Highfields listed for registration in March 2027.

What buyers and sellers should watch

Council planning officers will release the next round of infrastructure contribution charges in August, which will set the final per-lot levies for water, sewer and road works. Prospective purchasers should check the Toowoomba Regional Council website for the updated contribution schedule before signing contracts, as the charges directly affect the final purchase price on each new lot.
