New Toowoomba Land Release: Who Qualifies and How to Apply

Toowoomba Regional Council this week released details on how prospective residents can secure one of 68 newly released residential blocks across Glenvale and Highfields, marking the city’s first major greenfield land release in more than two years.

The move comes as local demand for affordable building sites continues to outstrip availability, especially in sought-after growth corridors off Glenvale Road and around the Highfields Village Shopping Centre. Population projections and the ongoing $10 billion Inland Rail project have increased pressure on Toowoomba’s supply of entry-level lots, with families and first-homebuyers seeking alternatives to rising inner-city prices.

Where the Land is, Who Can Apply

The new parcels-40 lots along Boundary Street in Glenvale, and 28 sites west of Kratzke Road in Highfields-are part of council’s ongoing effort to support local housing affordability. Application guidelines released on Monday specify that at least 60% of blocks in each location must be sold to buyers who commit to occupying the property for a minimum of two years.

Eligible applicants include first-home buyers, families qualifying under the Queensland First Home Owner Grant, and local essential workers employed by Toowoomba Hospital, St Andrews Toowoomba Hospital, or the Education Department. The remaining lots will be offered via ballot to residents with a current Toowoomba Regional Council address. This prioritisation attempts to curb speculative purchases by investors outside the region.

Each successful applicant will have 12 months from settlement to commence home construction. Council’s application form, available online from July 10, requires proof of income, Toowoomba residency, and a statutory declaration of intended occupancy.

Prices, Demand and the Next Steps

The median house price in Toowoomba currently stands at approximately $490,000, according to realestate.com.au figures from May 2026. Council has indicated starting prices for the new lots at Glenvale and Highfields will range from $210,000 to $245,000 for 480 to 600 square metre sites. Recent sales data shows similar lots in Glenvale fetched $265,000 in April, and residential stock turnover in Highfields climbed 12% over the first five months of 2026.

Applications open on July 10 and run through August 2. Council will host information sessions at the Toowoomba City Library on Herries Street on July 12 and Highfields Cultural Centre on July 15. All applicants will be notified by email after the ballot closes. Should demand exceed supply-as it did with the 2024 Drayton release-the council may consider a second land ballot later this year.
